Beyond the Basics Compliance Collective was created to fill the gaps observed in available training for California law enforcement records and human resources professionals.
All too often, training lacks a real-world application, so we set out to change that. With more than 20 years of experience in the field, we bring practical knowledge from professionals who actually do the job.
Our goal is to deliver meaningful workshop-style training that equips participants with the skills, confidence, and clarity they need to excel in their roles. We believe that when training is built by experienced practitioners, it truly strengthens compliance and enhances the profession.

Victoria O’Keeffe
Victoria O’Keeffe has served the San Luis Obispo County Sheriff’s Office since 2006, advancing through various leadership roles that reflect her commitment to the agency. She has built a well-rounded career with experience in Custody, Records, Human Resources, and Administration. She currently serves as the Deputy Director of the Support Services Bureau, where she oversees Finance, Human Resources, Information Technology, Administration, Compliance, and Records Management. In this role, she provides strategic direction, ensures adherence to laws and regulations, and works to support departmentwide goals and priorities.
Over the course of her career, Victoria has successfully managed complex projects, streamlined hiring and operational processes, and led department programs. From 2020 to 2024, she served as State President of the California Law Enforcement Association of Records Supervisors (CLEARS) and contributed as a committee member in rewriting the P.O.S.T. Law Enforcement Records Management Guide. She has served on the Sheriff’s Advisory Foundation (SAF) since 2013 and joined the San Luis Obispo Law Enforcement Assistance Foundation (SLO LEAF) in 2023, where she continues to serve as a Board Director for both organizations.

Trisha Raetz
Trisha Raetz dedicated eleven years of service to the San Luis Obispo County Sheriff’s Office, where she advanced from Dispatcher to Training Manager. Her career reflects a deep commitment to public safety, workforce development, and organizational excellence.
Beginning as a Dispatcher, Trisha gained firsthand experience in the critical role of emergency communications, where precision, remaining calm under pressure, and teamwork are essential. This foundation gave her unique insight into the operational needs of law enforcement staff and the importance of training that is both practical and compliant with state standards.
As Training Manager, Trisha took on the responsibility of designing, implementing, and overseeing training programs across the department. She specialized in program development, creating structured curricula that addressed both immediate operational requirements and long-term professional growth. Her leadership ensured that all training initiatives aligned with California POST (Peace Officer Standards and Training) requirements, reinforcing the department’s commitment to compliance and excellence.
Her tenure at the Sheriff’s Office reflects not only her dedication to public safety but also her passion for empowering teams through education, structure, and innovation. By combining her dispatch background with her expertise in training management, Trisha helped shape a culture of preparedness and professionalism that continues to benefit the agency and the community it serves.
